Director, playwright, feature and documentary film producer, director of filmdirectors’ workshop at the Azerbaijan University of Culture and Arts (Baku).

He started at the studio Azerbaijanfilm as a worker, technician, and assistant director, in 1965 started his work as the director of the studio. In 1992-2001 he worked as Director General of State cinema enterprise  Azerbaijan film production. (Azerkinovideo).

Oktay Mir Kasim is the Honored Artist of Azerbaijan.
