Regulations of VII Kazan international festival of Muslim cinema.

I. General positions.

VII Kazan international festival of Muslim cinema (further – festival) – noncommercial culturological festival which is conducts as annual review of films in which ideas of principles of reflecting universal spiritually-moral values and cultural traditions, bearing ideas of peacemaking, tolerance and humanism, without dependence from a national and confessional accessory have laid down.

The festival motto – «Through dialogue of cultures to culture of dialogue», the main objective – formation of objective representation of the world community about Muslims and Islam – religions of the world, good and creation.

The festival brings educational, esthetic and spiritual missions and brings the positive contribution to development of the Russian culture.

II. Founders and festival controls.

• Ministry of culture of Republic Tatarstan.

• Council of muftis of Russia.

• City administration of Kazan.

Venue and duration:

• the Venue – the city of Kazan, Republic Tatarstan

• carrying out Term – from September, 6 till September, 11th, 2011.

Management of festival is carried out by following controls:

• President of festival – the Mufti Sheikh Ravil Gajnutdin, the Chairman of the council of muftis of Russia.

The organizer of festival:

The organizer of festival is the festival Management. The chief executive is the head of Managemen.

III. Financing.

Film festival financing carry out: the Ministry of culture of the Russian Federation, the Ministry of culture of Republic Tatarstan, the DUMAS of Russia, city administration of Kazan, sponsors and partners.

IV. The festival Program

The festival program includes the Russian and foreign films which have been selected by the selection commission.

The festival program includes:

1. The basic competition.

Full-length fiction film;

Short fiction film;

Animation film.

2. The program of not game cinema:

Full-length not-game film;

Short not-game film.

3. The out-of-competition program:

Game cinema;

Not-game cinema.

4. Films of the Muslim countries, winners of the international festivals.

Within the limits of festival creative meetings, round tables, poetic and musicales, conferences, concerts, celebrations of creative specialists of cinema and the literature, press conference, festival debut and amateur cinema, display of a Muslim fashion etc. are held.

The films which have arrived on a film festival, can be shown at city cinemas of Kazan within the limits of festival. With a view of popularization of ideas of festival, films-prize-winners can be shown at cinemas of other cities of Russia, within the limits of the special action: «"Echo" of VII Kazan international festival of Muslim cinema ».

V. Conditions of participation in festival

Wishing to present a film for participation in festival should declare officially it Managements of festival not later than July, 15th 2011 year. Selection of films for participation in festival is carried out by the selection commission of festival not later than July, 20th, 2011. The program of display of films at festival is defined by festival Management. The films reflecting universal spiritually-moral values and cultural traditions, bearing ideas can participate in festival program peacemaking , toleration and humanism without dependence from the one who is the author of a film. On competition the films created not earlier than 2009 are supposed.

In competitive and out-of-competition programs of festival films in following formats are accepted: a film of 35 mm, DVD, Betacam SP. The films which have been selected in competitive display, are given in the order of management not later than August, 15th, 2011. Return of films to owners is guaranteed not later than in 30 days after the festival termination.

Filled entry-form on each presented film confirming participation in festival, should be received Management of festival not later than August, 15th, 2011. Simultaneously with the message on participation to Management following documents should be directed:

- The full text of a film in the original or on one of following languages: Russian, English.

-Subtitle sheet in Russian or English languages:

The Libretto (summary), advertising materials, press materials in Russian or English language.

Commercial and shots from a film on Betacam SP or DVD;

Materials for the catalog in Russian or English language (Data on founders of a film, a photo, including a photo of the director, film slides).

Demands for accreditation of mass-media are accepted by festival management strictly till August, 20th, 2011. Filled accreditation forms confirming participation in festival, should be received not later than August, 20th, 2011.

All expenses connected with stay of representatives of news agencies at festival, the organizer bears.

VI. Festival Prizes.

1. The Prize-figurine - for the best full-length fiction film, (it is awarded to the producer).

2. The Prize-figurine - for the best animation film, (it is awarded to the producer).

3. The Prize-figurine for the best to the director of a full-length fiction film, (it is handed over to the director of a film).

4. The Prize-figurine for the best scenario of a full-length fiction film, (it is handed over to the Author of the scenario).

5. The Prize-figurine for the best camerawork of a full-length fiction film, (it is handed over to the operator).

6. The Prize-figurine for Best Actor in a full-length fiction film.

7. The Prize-figurine for Best Actress in a full-length fiction film

8. The Prize-figurine for the best short fiction film, (it is handed over to the director).

9. The Prize-figurine for the best full-length documentary film, (it is handed over to the director of a film).

10. The Prize-figurine for the best short documentary film, (it is handed over to the director of a film).

Under the offer of jury within the limits of festival following prizes nominees on which define founders of prizes are handed over:

1. A special Prize of the President of Republic Tatarstan. «For humanism in motion picture arts».

2. A special Prize of Council of muftis of Russia.

3. A special Prize of "the General sponsor» festival.

4. A special Prize of the International organization of Turkic culture «Tyrksoi»

VII. Jury.

Competitive programs estimates by the jury working in an expert mode. The festival jury is formed of professionals in the cinema area. Its structure can include film producers, directors, script writers, actors, operators, composers, film experts, film critics and other persons.

The jury structure can't include the persons connected with manufacture and distribution of films, participating in competitive programs.

The festival management takes up expenses on journey of each judge to Kazan and back, to residing and a food in Kazan.

VIII. Guarantees to participants of festival

The festival management solves a question on the invitation of participants and visitors and terms of their stay at festival personally. The management guarantees to each invited participant of festival:

• free journey by economy class by rail, air flight, a meeting on railway and air terminal of Kazan, the departure organization;

• hotel accommodation;

• three - times meals a day;

• maintenance with the presentation package including the catalog of films, the festival program, invitation cards;

• cultural program, including receptions concerning opening and festival closing;

• payment of custom charges and duties for film copies.

The given guarantees extend no more than on:

- One, two persons representing a film in the program «Full-length fiction film»

- One person representing a film in the program «Short fiction film»

- One person representing a film in the program "Not-game"

- One person representing an animation film in the program «Animation film».

The named guarantees aren't given to other persons.

IX. Guarantees.

Returning of the films presented to selection, but not included in the festival program, to owners isn't carried out.

The management will organize the centralized delivery and is responsible for safety film copies from the moment of their reception and before return to owners.

The management doesn't bear responsibility for safety film copies, not handed over by owners in Management of a film festival or not delivered in the point of the centralized sending film copies.

In case of copy damage any claim from the face, given a copy, should arrive to organizers of festival not later than in 5 days after it has been returned it.

Organizers of festival have the right to oppose claims counterargument provided that the owner has been notified on possible damage which could be caused a technical condition of the film copy presented by the owner.

The sum of a possible damage at an account presentation will be translated the owner of a film copy.

Participation in festival provides observance of all points of the present Regulations. In case of occurrence of questions at issue under Regulations the Russian text of Regulations undertakes a basis.
